Shane O'Neill, Chairman
In early 2011 Shane O'Neill facilitated the transfer of ELGIN from Jacobs into a new company, recognising the potential of ELGIN to deliver real benefits in line with Government’s Data Transparency agenda and its vision of open and widely shared roadworks data. Dr O'Neill is now Chairman of ELGIN and is responsible for its Governance and strategic partnerships within the public and private sectors. James Harris, Managing Director
James Harris has been responsible for the development of the ELGIN platform from its inception in 2004. Under his management the ELGIN Roadworks Portal has grown from a small pilot project sponsored by a group of Local Authorities in the East Midlands to a critical piece of the national data infrastructure. He and his team have developed a range of software systems which support many thousands of operational users across the public and private sectors, as well as the free-to-view public roadworks portal.
Technical Team
The ELGIN technical team have developed a hugely scalable software platform which harvests data from over 80 Local Authority back office systems and processes over 5 million data transactions per annum. The expertise within the ELGIN team spans High Availability web systems, XML web services and real-time data APIs, and an unrivalled knowledge of the technical standards used in the streetworks industry and the complex Local Authority back office systems in which valuable roadworks information is locked away.
